Some netizens have decried the recent move of the House to allocate Php 1000 to the Commission on Human Rights (CHR) saying it was the first time something as drastic happened in the history of the country, but veteran journalist Ira Panganiban corrected this misconception.
It was during former President Cory Aquino’s time when something akin to the Php 1000 budget allocation happened, but this time it was only Php 1 which was allocated to the now defunct Economic Intelligence and Investigations Bureau (EIIB).
The EIIB was in charge of overseeing the services of the Societe Generale de Sorvelance (SGS), a Swiss-based firm that does the clearing of imports in the Philippines.
Panganiban tells that Aquino was determined to rid of the EIIB because she sought to take over the importations in the country, thus, she propagandized the EIIB as corrupt in order to take it down.
Eventually, Aquino became successful in her endeavor. In the EIIB’s stead, the Bureau of Customs (BOC) was established which is currently being investigated on grounds of anomalous transactions.
In his full post on Facebook, Panganiban said,
“During Cory Aquino’s time, her Congress decided to give the EIIB a one peso budget.
The EIIB was the intelligence agency tasked to monitor the activity of SGS which was doing the work of the customs in clearing import entries into the country. SGS is still the best agency for this job worldwide.
The cronies of Cory wanted to get rid of SGS because they wanted to control the movement of all importations into the country.
These cronies, many were part of Kamaganak Inc., wanted EIIB to make a report that SGS is corrupt and inefficient, which it was not.
The EIIB was eventually disbanded after this and import operations of Customs went to Yellow Cronies creating the customs that we have right now.
Not that I am saying what congress did is right, PERO WAG NIYO NAMAN SABIHIN NA UNANG BESES ITO NANGYARI DAHIL YUNG YELLOW POON ANG UNANG GUMAWA NITO!!!”
