‘UNHRC expulsion process, hindi alam ng Human Rights Watch’

Iginiit ng Malacañang na hindi nauunawaan ng Human Rights Watch (HRW) ang basehan at proseso ng suspension o pagpapatalsik sa isang bansang miyembro ng United Nations Human Rights Council (UNHRC).

Ginawa ng Malacañang ang pahayag kasunod ng hirit ng nasabing human rights watchdog na dapat tanggalin sa UNHRC ang Pilipinas dahil umano sa human rights violations.

Sinabi ni Presidential Spokesman Ernesto Abella, ang tanging basehan para masuspinde sa konseho ang miyembrong bansa ay “gross and systematic violations of human rights” o tahasan at sistematikong paglabag sa karapatang pantao.

Ayon kay Abella, ang pagsuspinde ng miyembrong bansa ay hindi rin desisyon ng UNHRC kundi ng UN General Assembly at kailangan ng 2/3 vote ng mga miyembrong dumadalo.

Pero ang malinaw umano ay tinanggap at kinilala ng UNHRC ang Outcome Report ng Pilipinas Universal Periodic Review (UPR) bagay na hindi raw matanggap ng HRW.

Ang ginagawa raw ng HRW ay pag-iingay na wala namang kabuluhan kundi pagpapapansin lang.

“The Human Rights Watch (HRW), a self-styled HR watchdog, has accused the Philippines of violating its membership obligations and threatens to call for the Philippines to be delisted from the UNHRC. The only basis for suspension of privileges of members of the UNHRC is for the concerned member to have committed “gross and systematic violations of human rights” and such a decision is not of the UNHRC but by 2/3 vote of the members of the UN General Assembly (UNGA) present and voting. This is what is said in paragraph 8 of A/Res/251, the UNGA resolution that established the UNHRC. The fact, however, remains that the UNHRC unanimously accepted and commended the Outcome Report on the Philippines’ Universal Periodic Review (UPR) – a decision undermined by HRW. Thus, the noise from HRW amounts to nothing more than unwarranted nuisance,” ani Abella.
